Ok. New directions. Download and install MEmu 3.6.8 here
http://www.memuplay.com/download/Memu-Setup-3.6.8.1.exe . It is the last MEmu release that will default to a 4.4 installation!

Its not dead its probably blocked in your country or your antivirus blocking or ISP blocking the site
